Do I need to rent a car in Dubai?

Not if you stay near the Metro. The Red Line, the Tram and a few taxis cover a typical visit; a car makes sense for trips out of the city. Before booking, check that RTA lets you drive on your licence: on a visit visa you need one issued in a GCC country or on RTA’s exception list.

Can you legally drive in Dubai as a visitor?

RTA’s rule is short: you can drive in Dubai only if you are on a visit visa and hold a driving licence from a GCC country or one of RTA’s exception countries, and only light vehicles and motorcycles. If your country is not on that list, sort out the licence question before you pay for a rental, not at the counter. The visa itself is covered in the Dubai visa guide.

What public transport already covers

• Red Line: from stations in Airport Terminals 1 and 3 through Deira, Bur Dubai, Downtown (Burj Khalifa/Dubai Mall), Al Barsha (Mall of the Emirates) and the Marina, out to EXPO 2020 and Life Pharmacy.
• Green Line: through the older districts, meeting the Red Line at Union and BurJuman.
• Tram: along Al Sufouh Road and Jumeirah Beach Road, linking the Metro with the Palm Monorail.
• Taxis fill the gaps, all of them with card payment.

What driving adds to the bill

Salik tolls

Dubai’s road tolls are charged per gate crossed. Since 31 January 2025 Salik has used variable pricing: AED 6 at peak times, AED 4 off-peak and nothing in the late-night window. Main routes can cross several gates in one trip. Estimate your own total with the Salik calculator, and ask the rental company how it bills Salik to you.

Fines and parking

Ask the rental company, before signing, how traffic fines and parking charges issued during your rental are passed on and whether it adds a handling fee. Keep your rental agreement until after you are home.

Taxis are the comparison

A street taxi starts at AED 5 (AED 5.50 from 10 pm to 6 am) and adds AED 2.45 per kilometre. On days with only two or three short rides, that is often less than a day of hire plus fuel and parking.

The arithmetic uses RTA’s nol fares and Salik’s published toll levels; the rental price itself depends on the company and the car.

When a car is the right call

• You are visiting more than one emirate, for example Hatta, the Fujairah coast or the Ras Al Khaimah mountains.
• You are travelling with small children and a lot of equipment, and changing between Metro, Tram and taxis would be tiring.
• You are staying somewhere without nearby Metro or Tram access. Often the better fix is a different district: see where to stay in Dubai.

The middle option

Rent for the one or two days you need a car, for the trip out of the city, and use the Metro, the Tram and taxis for the rest. You avoid parking and Salik on the days you are sightseeing in town.

Before you rent: a checklist

1. Confirm your licence is from a GCC or RTA exception country, and carry it with your passport and entry visa.
2. Ask how Salik, fines and parking are billed, and whether a deposit is held.
3. Check the insurance and what you pay if the car is damaged.
4. If your evening includes alcohol, leave the car at the hotel and take a taxi.
