Are Dubai beaches free?

Yes. Dubai’s public beaches are free to walk onto and swim at; Visit Dubai’s beach guide is built around what it calls the city’s best free beaches. Dubai Municipality staffs the public beaches with lifeguards and runs three lit night-swimming beaches. What costs money is the private beach clubs and hotel beaches, and anything you rent on the sand.

The free public beaches

Dubai Municipality manages eight public beaches: Khor Al Mamzar, Al Mamzar Corniche, Jumeirah 1, Jumeirah 2, Jumeirah 3, Umm Suqeim 1, Umm Suqeim 2 and Jebel Ali. In 2024 the municipality said all eight hold international Blue Flag certification, which covers water quality, environmental education, management, safety and services.

Night swimming, also free

Dubai Municipality opened three night-swimming beaches in May 2023, at Jumeirah 2, Jumeirah 3 and Umm Suqeim 1. Together they cover 800 metres of shoreline and are open from sunset to sunrise, with lighting, electronic safety screens and lifeguards. The Media Office reported about 1.5 million visitors in their first 18 months.

Swim only inside the marked zones. The municipality asks swimmers not to enter the sea from other areas at night, to keep children in sight at all times and to follow the lifeguards’ instructions.

Lifeguards and the flag system

In 2023 the municipality assigned a rescue crew of 140 people, including 124 lifeguards and 12 supervisors, across its beaches. They work from sunrise to sunset, and around the clock at the night-swimming beaches. Read the flag before you go in:

Al Mamzar: open now, more coming

Dubai Municipality lists Al Mamzar Beach Park as open every day from 08:00 to 22:00. Next to it, the AED 500 million Al Mamzar Beaches project was described as nearing completion in April 2026. It includes a 24-hour women-only beach with night swimming, a 300-metre night-swimming beach at the lagoon and more than 5.5 km of walking, running and cycling tracks. What does cost money

• Beach clubs and hotel beaches sell day passes. You pay for sunbeds, towels, pools and service, not for better sea.
• Rentals and activities, such as watersports equipment, are charged by the operator.
• The beach itself on a public stretch is free.

Rules and etiquette

• Swimwear stays on the beach. Visit Dubai says swimwear is fine at the beach and pool but not appropriate in business districts and shopping malls. Cover up when you leave the sand; more in what to wear in Dubai.
• Alcohol is for licensed venues. Visit Dubai says non-Muslim adults aged 21 and over can drink in licensed hotels, establishments and restaurants. A public beach is not one.
• Keep affection low-key. Holding hands is fine; Visit Dubai advises against dramatic displays of affection in public.
• Check notices around Eid. During Eid Al Adha in 2024, the municipality reserved all eight of its public beaches for families.

A worked example

A family of four spends a day at Jumeirah 3. Entry costs nothing, there are lifeguards from sunrise to sunset, and if they stay on after dark they can swim in the lit night-swimming zone on the same beach. At a beach club the same family would need four day passes, so whatever the club charges per person is multiplied by four.

Common mistakes

• Swimming at night outside the three marked night-swimming zones.
• Ignoring a red flag because the sea looks calm.
• Walking into a mall in swimwear.
• Going at midday in summer, when the average high is 41.8°C and the sand is too hot to walk on barefoot.
• Paying for a beach club when what you wanted was simply the sea.
