When is Dubai most crowded?

Late December into January. Official 2025 figures show December (2.04 million international visitors) and January (1.94 million) as Dubai’s two busiest months on record, while July to October averaged about 1.46 million a month. Within the week, plan around the Saturday–Sunday weekend, when residents are off work too.

The 2025 visitor numbers

Dubai’s Department of Economy and Tourism publishes visitor figures through the Dubai Media Office. It does not publish every month on its own, but the totals it does publish are enough to show the shape of the year.

The calculated rows come from the published totals. January to October was 15.70 million, so July to October is 15.70 − 9.88 = 5.82 million. November is 19.59 − 15.70 − 2.04 = 1.85 million.

Why December and January peak

• The weather. The Dubai Government Media Office gives the average winter high as 23°C, against 41.8°C in summer.
• Dubai Shopping Festival. The 31st edition ran for 38 days, from 5 December 2025 to 11 January 2026, covering the whole peak.
• Public holidays. National Day (2 and 3 December) and New Year’s Day (1 January) are both official UAE public holidays.
• New Year’s Eve. Visit Dubai’s 2026 calendar lists New Year in Dubai, alongside Eid Al Etihad and the shopping festival, under December.

The quieter months

Summer is the low season for a simple reason: the average high is 41.8°C. Hotel rates show it. The average daily rate was AED 584 in the first half of 2025 and AED 531 across January to October, against AED 579 for the whole year. In other words, the summer months pulled the average down and November and December pushed it back up.

The weekly pattern

Dubai Government moved to a Saturday–Sunday weekend from 1 January 2022, so Saturday and Sunday are when residents are free as well as visitors. More on that in what days the weekend falls on.

Some attractions build the week into their rules. At Global Village, Thursday to Saturday and public holidays run until 01:00 rather than midnight, and Tuesdays (except public holidays) are reserved for families, couples and ladies. If your days are flexible, a Sunday-to-Wednesday visit to the big outdoor attractions, including Miracle Garden, avoids the weekend.

Ramadan and Eid

Ramadan follows the Hijri lunar calendar, so it starts earlier in the Gregorian year each year. Eid holidays are set by moon sighting, which is why the UAE government portal does not fix their dates far in advance. Do not assume Ramadan means empty hotels: in late 2025 the Department of Economy and Tourism reported strong forward bookings for Ramadan 2026. A worked example

December 2025 had 2.04 million visitors. An average month from July to October had about 1.46 million. That makes December about 40% busier than an average month in the July–October stretch.

On price, seven nights at the first-half average rate of AED 584 comes to AED 4,088. At the January–October average of AED 531 it comes to AED 3,717, which is AED 371 less. These are city-wide averages across every class of hotel, so read them as a direction, not a quote.

How to visit in peak season without the worst of it

1. Book flights and hotels early for any dates between early December and mid-January.
2. Do the big outdoor attractions from Sunday to Wednesday rather than at the weekend.
3. Check the official UAE public holidays list before fixing dates; holidays behave like extra weekend days.
4. Book timed-entry tickets in advance in December and January.
